Elections conducted for organisations

The Northern Territory Electoral Commission can conduct ballots for persons or organisations on a fee for service basis.

For the commission to conduct a ballot, the following minimum provisions must be in place:

  • Clearly established rules are in place (e.g. Constitution) governing the election and ballot process
  • A roll must be provided clearly indicting who has an entitlement to vote
  • The ballot  must be secret (that is, not a show of hands)
  • The form of the ballot must be clear with clear instructions provided to the voter
  • All electors with an entitlement to vote must be informed of the election
  • The Commission will not conduct a ballot where an election process has commenced.
  • Each elector will have one vote, subject to the rules of the organisation concerned.
  • Electors must be provided with a reasonable opportunity to participate..
  • Opportunity for scrutineers to participate in the ballot process.
  • The ballot material will be retained by the commission for any period of challenge, following which the materials will be destroyed by the commission.

A ballot will be conducted in accordance with electoral rules approved by the organisation concerned.

An organisation's constitution or governing legislation may establish rules governing elections and the ballot process.  Where these rules are not clear the electoral commission may provide guidance based on electoral principles which will be detailed in a Ballot Service Agreement

Costs

For the electoral commission to conduct a ballot, the following charges will apply:

  • Staffing costs - normal and overtime for permanent staff, plus any casual staff.
  • Attendance costs – costs for staff to attend and deliver information sessions on casting a vote using NetVote.
  • Accommodation or travel costs (if required).
  • Reimbursement of costs associated with: printing of ballot papers; postage according to Australia Post charges; and envelopes, stationery and materials used.
  • A management fee.
