2022 Local Government Representation Reviews
Legislative changes resulting from the Local Government Act 2019 established an independent Local Government Representation Committee (the committee) that will make determinations about ward boundaries and representation for all of the Territory’s councils. This is similar to the redistribution process used to determine boundaries of Legislative Assembly electorates in the Northern Territory.
The committee released its final report on 9 February 2023, which determined no changes for 16 of the 17 local government councils in the Northern Territory. The City of Palmerston was the only exception, where a 3 ward structure will be implemented to provide greater opportunity for fair representation to meet the needs of a fast-growing city. These determinations were made following a process which involves engagement and consultation with stakeholders, including councils and the public. The Minister for Local Government will Gazette his final approval later this year.
Determinations resulting from the reviews will take affect at the 2025 local government general elections or at any general election held 12 months or more after the Minister’s determination (Section 30(5) of the Act).
The 2022 Local Government Representation Reviews were the first conducted under the new legislation.

Final report
The final report has been prepared by the Local Government Representation Committee and determines a structure for each local government council to ensure fair representation.
